{SP}half{SP}of{SP}the{SP}total{SP}variation,{SP}while{SP}the{SP}rest{SP}reflect{SP}variation{SP}in{SP}patient{CR}{LF} 13917 {SP}demand.{SP}We{SP}find{SP}no{SP}statistically{SP}significant{SP}association{SP}between{SP}the{CR}{LF} 13917 {SP}estimated{SP}hospital{SP}region{SP}effects{SP}and{SP}overall{SP}mortality{SP}rates.{SP}However,{SP}we{CR}{LF} 13917 {SP}document{SP}a{SP}negative{SP}association{SP}with{SP}relative{SP}utilization-intensive{SP}causes{CR}{LF} 13917 {SP}increased.{SP}This{SP}gave{SP}hospitals{SP}incentives{SP}to{SP}shift{SP}patients{SP}from{SP}one-day{CR}{LF} 13917 {SP}stays{SP}to{SP}two-day{SP}stays,{SP}or{SP}to{SP}decrease{SP}the{SP}admission{SP}of{SP}one-day{SP}stays.{SP}I{CR}{LF} 13917 {SP}study{SP}hospital{SP}responses{SP}by{SP}exploiting{SP}the{SP}variable{SP}size{SP}of{SP}price{SP}changes{CR}{LF} 13917 {SP}country-level{SP}panel{SP}dataset{SP}that{SP}includes{SP}annual{SP}data{SP}for{SP}17{SP}OECD{SP}countries{CR}{LF} 13917 {SP}on{SP}physician{SP}shortages,{SP}the{SP}number{SP}of{SP}medical{SP}school{SP}graduates{SP}and{CR}{LF} 13917 {SP}immigration{SP}and{SP}emigration{SP}rates{SP}from{SP}1991{SP}to{SP}2004.{SP}By{SP}calculating{SP}panel{CR}{LF} 13917 {SP}fixed-effect{SP}estimates,{SP}we{SP}find{SP}that{SP}after{SP}a{SP}period{SP}of{SP}medical{SP}shortages,{CR}{LF} 13917 {SP}OECD{SP}governments{SP}produce{SP}more{SP}medical{SP}graduates{SP}in{SP}the{SP}long{SP}run{SP}but{SP}in{SP}the{CR}{LF} 13917 {SP}have{SP}had{SP}insurance{SP}for{SP}at{SP}least{SP}5{SP}years{SP}had{SP}a{SP}probability{SP}of{SP}stunting{SP}of{CR}{LF} 13917 {SP}only{SP}0.353{SP}compared{SP}to{SP}0.531{SP}for{SP}children{SP}in{SP}households{SP}with{SP}no{SP}insurance.{CR}{LF} 13917 {SP}Households{SP}in{SP}CBHI{SP}were{SP}more{SP}likely{SP}to{SP}attend{SP}more{SP}free{SP}antenatal{SP}and{CR}{LF} 13917 {SP}postnatal{SP}care{SP}visits{SP}and{SP}report{SP}fewer{SP}illnesses{SP}and{SP}reported{SP}less{SP}health{CR}{LF} 13917
